Brookhaven Open Positions - General Engineer and Physical Scientist

The purpose of this email is to inform Office of Science employees of management’s intent to fill a General Engineer/Physical Scientist (Facility Representative), GS-801/1301-13/14 position in the Brookhaven Site Office, utilizing direct hire announcement. (The selectee will be required to physically report to the Brookhaven Site Office located in Upton, NY once we return to normal operations.)

Specific Program Overview
This position serves as a Facility Representative (FR) in the Operations Division within the Brookhaven Site Office (BHSO). The mission of BHSO is to manage and administer the DOE management and operating (M&O) contract for the operations of the Brookhaven National Laboratory (BNL), a multi-program laboratory.

Incumbents Major Duties include:
Serves as line management's on-site technical representative with responsibility for identifying and evaluating environmental, safety and health (ES&H) issues and concerns, and performs oversight of related BNL programs: (1) Provides timely and accurate reporting to BHSO management on field operations, activities, and facility status; (2) Conducts assessments and oversight of complex hazardous facilities and operations from the standpoint of integrated ES&H management, public/ personal health and safety, industrial, nuclear, accelerator safety, radiation safety, environmental protection, facility modification and maintenance, and formality of operations and management areas; (3) Ensures adherence to safety, operating, security and maintenance practices, through observation of work being performed, discussions with contractor staff, inspection of equipment, and review of operations, maintenance, safety and quality assurance records; (4) Verifies adequacy of contractor operational plans, implementation methods, critical systems, and long-range plans; (5) Provides recommendations to the BHSO Manager and Federal Project Directors for required federal approvals of deliverables or authorization of operations. (6) Responds to facility events, attends critiques, participates in trend and root cause analysis of problems, facilitates occurrence notification and reporting, and functions as a member of accident investigation teams; and (7) Employs the knowledge gained through execution of duties to assess the validity of the contractor's reported self-assessments and provides input on contractor performance.
